Engineered cells are either natural cells with DNA added to make engineered products, or (so far hypothetical) cells built from scratch with engineered genes. The biochemical approach has the benefits and drawbacks of complexity, so is not considered a category of molecular manufacturing. However, it does promise high throughput and precise molecular control.
Arguably, engineered cells pose more risk of runaway systems than molecular manufacturing approaches, since they will be more prone to mutation. However, more analysis will be needed to decide whether this is merely an incremental step from genetic modification of bacteria, which has been practiced for decades without serious problems.
