Government disadvantages

Karl Gallagher recently pointed out a major disadvantage faced by governments. Governments have to test their weapons before they use them, while terrorists don't. That seems a major handicap. What other handicaps would governments face in a world where advanced nanomanufacturing is widely available?
Weapons testing
A government has to test weapons carefully, to make sure they are effective and don't do too much unintended damage. This will take time. A terrorist group is much less picky: 50% success rate, and substantial overkill if it does work, are probably just fine.
Being conspicuous
A government, at least in today's style, has to have visible symbols of authority and power (both people and buildings/cities). If destruction becomes easier and more standoffish (automated time-delayed weapons), these symbols will be very hard to protect.
